How to remove Chinese language settings???

Two days ago, surfing the web and came accross a travel site that said "you must have the Chinese language character set for this page to display properly". So I did just that from the W2000 CD. The page then displayed okay.

Today, firing up the PC again, I see that Hotmail defaults to all Chinese characters! [3eyes} I can force it back to English again, but I have to go back to hotmail.com direct. If I bookmark my inbox, then when I reload it's back to Chinese. Also Google now does this as well! I just checked Windows Update and that is now also entirely Chinese!

I've searched around in "regional settings" and "keyboard" in the Control Panel, but they are both set to American English.

Any advice?
