How to publish Application in Terminal Server

I have a W2K member server running Terminal Service as an
application server in NT 4 Domain and no active directory.

How can I publish only Microsoft access program for user who connect as terminal session? Is there any publishish wizard like citrix that i can run?

Any help appreciated!
