how to open a port - Proxy Server 2?

Hi all,
I have a Proxy Server 2 on an NT4 server, and trying to open ports.

I've gone to the Winsock Proxy properties, and Protocols tab - added a port there, and then allocated permissions - but when i check the port shows as closed (i've run a port scan on the machine).

Is there something else i should be doing, or is what i am doing wrong?

Any advice would be great.
