how to MOVE AD Users to a new server

I am planning to upgrade our Server and load up Windows 2K Server again. Is there a way for me to transfer ALL my USERS with their settings to the NEW SERVER without creating each and everyone again?

The best way is to install a new server while the old one is still running upgrade it to AD and let replication do its thing.
