How to measure SLA with SNMP ?

Hi!
We have in the network, in a LAN and over a WAN, severals Windows NT Server, who let the user to load applications and personal information and data.
Could i use SNMP and traps forwarded to Netview, for get a detailed action of the availability of these servers ?
If a have a server in a remote location and the power goes down, when it starts again, it would send a trap to Netview ?
What happen if the server goes up, but the link remain down... Do i loose that trap ?
Could i use this information to measure Service Level Agreements ?
