How can I make the Word files smaller when I have Text and pictures in the file?

These must be changed frequently so I do not like to make them PDF. We do not have the full blown Adobe illistrator.

The option of linking the pictures may not work well if I need to email these files correct? I am using Word 2000.
 
Word files with pictures ZIP very well with WinRAR/WinZip. Just zip it before emailing it, and leave it unzipped when working on it.
 
Some graphic files, such as .jpg and .gif files, already use compression; therefore, the file size is reduced very little by zipping. Also, a Word document that is full of graphics files does not get reduced as much as a document that is mostly text.

Zip or unzip a file

Normally (with WinZip) .jpg's are reduced by about one seventh of their original size, for example a 21MB folder when zipped is still about 18MB in size. "IF" zipping is successful then there is no need to keep the original unzipped folder.

The option I am now using is to have the file in 2 chapters when editing and after I like the file I add both chapters to one file. The combined file is the only file available to others.

This is OK, yet the automatic page numbering will be off on the two separate chapters in the segmented chapters (Chapter 1 and chapter 2 files)
 
The format of the picture also plays an important part. A file with a .gif file of inserted is bigger than a file with a .jpg, even though the picture dimensions are the same
 
You can also consider reducing the siez of the pictures by cecreasing resolution.

Following on Diancecht's comment above, I've found a resolution change to be the fastest way. Click on a picture anywhere in the document and the pictures toolbar should pop up. About the 10th button over is a "Compress Pictures" button. I always select

- All pictures in document
- Resolution: Print / 200 dpi
- Compress pictures
- Delete cropped area of pictures

Do this & then re-save the document. Size should go down drastically, but you may suffer a picture quality loss, depending on what you're doing with the document. In my day-to-day stuff, I don't even notice.

If the file (is old and big and) has been subject to many edits, it will likey contain record of all the changes - Copy and paste the contents to a new file.
