How to make transfers to ATA phones not so silent and failure-prone?

We have a customer with a new CICS and four (4) analog cordless sets served by ATAs. When an external caller is transferred from one of these sets (using Flash *3, Flash *70 or Flash *71), the caller hears nothing unless the person answers -- no ringback, no beeps, nothing. If the call gets FNA'd to voicemail, the caller still hears nothing and the staffer who transferred the call can't get back to him.

Is this just an unavoidable consequence of using analogue phones on a Nortel box, or is there a way to fix it?
 
Not a dumb question! It's set for Tones. If the transfer is done from one of the their Nortel sets (7316e) the caller hears beeps.

There are really two problems here: the dead silence callers hear, and the inability to cancel a failed transfer and get back to the caller.
 
Can you have them Park the callers, then page overhead instead and set the Park timeout appropriately.
 
Flash *71? That's Link... Are your analog sets on individual POTS, or on ATA's? If you're doing a off premise transfer, then the caller won't hear anything. The CO provider doesn't provide MOH.
 
When you are using tones for the on hold option the call can easily miss the tones since they do not occur continually but only one set of tones for about 30 sec or so. try putting MOH on for them and see if they would then hear something for the transfers of F*3 and F*70. like noted above F*71 is link and there is no MOH from the telco.
