How to lock down a computer not user

I have a sort of stand alone PC that many people use, and I want to really want to hardcore lock it down, so no one can install AIM, or trillian or download games etc.

However, I didn't find much in terms of controls in the computer config section of the GP.

If I put a GP on an OU with this PC in it, will user's who access it have user config GPs applied to them? Or do I have to apply the GP to a user OU?

what OS? assuming the users are not administrators, this one is easy...
