How to hook printer?

I am working on a project that will put quota to a network printer.
I have many ideas about that. I first thought to hook printer with using windows hooks. But I could not. Then to hook the LPT port that the printer is loaded, and again I could not. Then to use windows spooler, run the process just after a new job is added to the spooler, but it is too short for my purpose.
Now I am looking for a better idea or help in my ideas. Any help is welcome.
