I need to know if there is a way to extract COBOL code from the mainframe, converting it to Windows for AppScaning (Static Code Analysis).

How to Extract Enterprise COBOL to Windows File

I don't know what you mean by 'extract' and 'convert' in your question but.. do you simply want to download source code from a mainframe to do something with it on a windows machine? Is your concern over converting from EBCDIC to ASCII encoding? If so, your file transfer will do all that in one as long as you do not transfer in binary mode.
