How to Expire Password for Unused Account

I would like to automatically lock out anyone who has not logged on to the network in 45 days.

I currently have all passwords set to expire in 90 days and need to keep that rule in force.

Is there any way to have both these rules in place at the same time in Windows 2000? Are there any reliable third party products that will do this?
