How to edit FAT table of HD?

First 200 Mb of my HD is damaged locally (after mechanical bump). FORMAT command, ScanDisk and Norton Disc Doctor are located bad sector but in each next test, new bad sector appear in this area of 200 MB. I'm looking for method (or software) to edit FAT table of HD and manually set all sector to bad sector in this 200 Mb. I need your HELP! Thanx in advance.
 
Better to use fdisk from an earlier dos to set up a partition that covers the damaged section. Or use partition magic. Or look for partitioning software on google. There will also be other answers coming. Ed Fair

I always use Norton Utilities v7 or 8 DISKEDIT (the old DOS suite!) for this kind of stuff. I know others use their own preferred tools...
