How to disable "File Download" dialog box

Hello,

File Download Dialog Box Appears When our user want to open TIF image file in IE 6.0.2800...SP1. I found that some users did not get this dialog box. Does any body know why? and how to disable this dialog box?

Take a look at the CheckBox next time this DialogBox pop up.

The CheckBox is dimmed when the dialog Box pops up.

I checked the IE security option, and my co-worker and I have the same options. He gets the dialog box every time, but i do not.
