How to create Real time scheduler?

I meant to say that a scheduler for scheduling real-time,
periodic tasks on a system with 2 processors. one is running on full speed and one in on half speed from first one.
For example, a task with c = 5 takes 5 time units to
complete on processor 1, but it needs 10 time units to
complete on processor 2.
