If I understand your question correctly, you want to create a distribution list that includes e-mail addresses outside of your domain.

To do this, create contacts.

In active directory, everything is an object put simply.
You need to create an object for a user which contains their external email account information.
In Active Directory Users and Computers,
Create a new contact , basically same as when you create a user but choose the Contact option.
You need to create a SMTP address of the for user@externaldomain.com for each contact. The thing to watch out for when you name the contact, don't give the exact same details as you did for a user with the same information. So in the user name field, enter that the contact user name is Firstname_secondname , eg a user John Smith in active directory (should he exist) would have his contact as john_smith. This of course does not apply if your contacts are not of internal users.
Once you have created the contacts, you can group them in a ditribution group.
