how to create cognos connection user Id and password for new user

You can't create new users in Cognos Connection.
Cognos Connection uses the user informationen stored in an external authentication source (LDAP, NTLM, ADS, etc).
So you have to craete new users directly within the external authentication source. Afterwards this user can also logs in to Cognos Connection.

It is a bit more complicated than that..
In Cognos configuration you need to set the type of authorization used.
In the external authentication source you'd better create groups and use this within connection to Cognos roles.
This way you will only have to add a new user in the external source and it will 'inherit' the rights from the group..
