How to create a hotfix .msi

What is the best method to create a .msi package so that I can assign all of the MS Hotfix's to my user's computers?

WinInstall LE has a reported problem of possibly not identifying all changes if one of the new files overwrites an existing file.

Why doesn't MS release hotfixes as a msi package like they do service packs?

I'm not sure if you can do that or not. One thing you may want to look into is Microsoft Software Update Services (SUS). This is sort of a lightweight SMS that allows you to manage hotfix and service pack distribution.
