How to creat a MS-DOS startup disk with CD-ROM support?

Well more specificaly I want a startup disk to use in my Laptop TOSHIBA PORTEGEE that doesn’t have a built in CD reader and the only way I’ve to read CD’s is through a USB CD reader.

Is it possible to create a MS-DOS startup disk that makes me available the USB CD reader?

Or is it possible to create a MS-DOS startup disk that makes me available the Hard Disk - C: ?
