How to copy Local Security Settings to Windows XP Clients

I do not have a Windows Domain Controller. I have a Novell 4.11 File Server with about 12 XP Pro Clients with Novell 4.90 client for Windows.

I want to set the local security, what the user can do, view control panel, change background etc. However, is there a way that I can copy those settings and pass them to other clients.

Could someone please assist, I am getting grey hair over it. I read the Group Policy help in Windows XP but was difficult to follow.
 
My choice:

For local security policies only:
See here for one more way: Use a copy of the Registry.pol file configured as you want. Copy the Registry.pol file that is located in the %Systemroot%\System32\GroupPolicy\User folder to the same folder on other systems.
