HOw to configure POP3 for Exchange 5.5

I have a question about setting up a POP3 on our exchange server 5.5. Everytime i try to enable the IMS service to reroute incoming SMTP mail(required for POP3) and restart the IMS service it doesn't start. Can't figure out why it wont' start. Is there anything that has to be done as far configuration side on the exchange, besides the ISP doing their thing? If anyone can help that would be great..

If it won't start it should give an error. What is the error that pops up or that shows in the event viewer?

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
