How to build a web application

All,

I am new to the Vb world, but not to web development. I am wondering if anyone can explain how web sites operate off a .dll file? I see sites like ebay and paypal that use a .dll file and pass url variables into and out of the application. I wanted to know 1. Why to use this type of web site structure, and 2. how to, and where to begin programming this type of application. I have been told by a few people that you can use VB to do this type of stuff...however all the books I have mention nothing about building a .dll web application.

you might want to look into ASP .Net applications.

I know ebay and paypal use a .dll, and this was before .net so there has to be someway to do this w/o .net.
