How to block most incoming calls - Opt81

I need to block incoming calls to a group of phones except those from a PSAP which has a specific NPA-NXX (PSAP= police or fire dept callback after a 911 call). Because of PSAP accessability, these extensions require DIDs, so internal DNs are not an option. Thanks.
 
In CLS there is a setting (UDI)/RDI.
UDI = Station is (not) restricted from receving DID calls.
RDI = Station is restricted from receving DID calls.

Set one to RDI and test.

Your solution will block ALL incoming DID calls to these phones. That is not good.

I want to allow a specific incoming NPA-NXX so the Police and Fire Depts (PSAP) can call back the DID # which made the 911 call.

The phones are located in aisles of a large warehouse. This is an Illinois 911/Locator-ID legal requirement for a building of this size so the PSAP can identify not only the address of the building but provide specific location of the emergency within a building.

I have to block the other incoming (personal) calls from the outside... Outbound external calls are already locked down by NCOS definitions. My CDR reports tell me there are external calls coming into these aisle phone extensions.
