How to apply Group Policies to individual users 1

I'm attempting to apply a Group Policy to an INDIVIDUAL user or group. I have no problem creating a Group Policy but don't now how to have it apply to a specific user or group. This is to be used on a laptop and I don't want it to be part of AD. HELP PLEASE!
 
Group Policy by it's very nature is part of Active Directory. Anyway, if whatever policies you're using on your domain don't override it, you could set up local policies on the laptops. Another option would be to create the group policy for whatever domain or OU the user/group is in, and only give that user/group the Apply Group Policy permission. Marc Creviere
