Working with Home Edition is there a way to force new software to be put in the "all users" folder a be available to all users?

How to allow new software available to all users

If the programs are already installed, just copy and paste the shortcuts from Admin's Start Menu to All User's Start Menu or Default User's Start Menu.
Some programs allow you to install all files (and registry keys) to Local Machine, so everyone can access the program (files).
