How To Allow Clients to Connect to PAV FTP

I am having difficulty adding to my ACL to allow ftp traffic from the outside. I read up on the difference between active and passive ftp. I am just unable to get this to work. Active ftp works fine when connecting to ftp servers on the outside. Passive a completely different story, I am unable to get this to work at all. I don’t have a inside ftp server, I just want to be able to connect to remote ftp servers. Any comments welcome.

Running IOS 12.1 on 3620.
