how to add disclaimer in exchange 2000 server

Hi Guys,

can anybody tell me the any procedure to add disclaimer in external mail(mail going to outside world)?
I am using exchange 2000 server and exchange pop3 in my premises and both software configured in single system.I do not have configured the Internet mail connector in server.Because our MX record is maintaining in outside datacentre mail server and we just download the mail from outside mail server through pop3 server and for outgoing mail we are using ISP mail server address in exchange pop3 server.
I have been tried the Following option as yet.
1=I had installed the policy patrol on exchange 2000 server system there exchange pop3 software is already running.
I am able to add disclaimer in internal mail but could not able to add disclaimer in external mail(even checked the box
for all messages,external messages etc in patrol administration)

Can any body tell me how to resolve this issue.
