How to add a CAP on a 8x24?

I need to add a CAP on a 7324 that resides on a old 8x24 system. There are currently 4 CAP's in the system, this would be #5. I can get the CAP to be seen in Maintence, but I cannot get the buttons to do anything (F*0, F*2, etc). I think the power is correctly applied, the CAP lights up, the phone blinks, then turns on, then the CAP blinks for a bit but then does nada. I know 0x32's add CAP's automatically, but is that so for the 8x24? Is there a progamming parameter that assigns these CAP's to extensions?
BTW, I tried to put a known working CAP in there with the same result.

A key lamp module (KLM) only needs to be assigned as a CAP if you need to assign lines to the KLM buttons. If you're only using as as DSS/BLF then just program the buttons as needed.
