How Outlook treats attachments in different text formats

I noticed that when sending an email attachment using HTML, the attachment appears at the bottom of the email whereas when using Rich text an attachment is imbedded in the body of the email. Does anyone know why Outlook treats attachments differently when using different text formats, and also can this be changed?
 
And those embedded messages can't be read by a lot of systems... including hotmail and outlook express for the mac... PITA.
 
That is by design that attachments in HTML go to the bottom of the message. That can't be changed. joegz
