Perhaps you are talking about queuing? There are several different methods of queuing. I believe Weighted Fair is on all router interfaces by default. There is also a feature called traffic shaping, which in my opinion is pretty much what priority queuing is. You can chose which packets to be sent out the interface first - by size, protocol, type of service, etc. Here is a good article on congestion management....and which type of queuing should be used, if any....
As far as your 831 router goes, unfortunately I doubt if that can handle the burden of traffic shaping (unless perhaps you are using an asynchronous link?). Depending on which feature you use, either your CPU or your memory will skyrocket. Be carefull with shaping traffic, because there is a good chance it will actually HURT the link (and router) if used the wrong way. Cisco suggests not to do any queuing or compression for any circuits over 2Mbps, but in my opinion I wouldnt do it for anything over 1Mbps. If you have a T1 circuit that is congested, its simply just time to move up the bandwidth ladder....
