How do you hide the quick access toolbar

How can you turn off the quick access toolbar. It is a security hole as a user can get access to change many options.

yes, it turns off the ribbon, but not the Quick Access Toolbar.
Its a very small icon resembles a down arrow.

For me, ac2k7, the ribbon AND the QAT are hidden ...
