How do I track user changes to the System Date?

I'm new to VB and need help. My problem is this:
1. I need to know that the date a document is saved as is the real date that it was saved and not a date that was changed by the user

Is there a way of turning off the capability of a user to change the system Date (and Time)? Or of tracking and recording these changes?
