How do I stop JPG files from saving as GIF

I have a client who sent us a document in Publisher and asked us to convert it to a web page. No problem there. The photographs look fine in Publisher, however most of the photographs came up blurry when converted to web. When i did some checking, i found out that Publisher saved them as GIFs. I checked the originals, and they were imported as JPGs. How do I force Publisher to stick with the same format, or how do I change how Publisher saves images? Thanks
 
I semi-figured out, but I figured I would post here for anyone else losing hair over this one. If different elements are overlapping (images and/or text) Publisher resorts to coding the page to use layers if you convert the pub document to a web page. If an image is involved where Publisher has to resort to using layers, Publisher automatically converts it to a GIF. Ugg.
