how do I sharing cable internet conn. over a dial-up

can I dial-in to my computer that has a cableinternet connection and get internet access, using dial-up server and ICS, if not what is the cheapest way to do this, do need to change OS?

Sure, you need to add a proxy server to the pc, try WinProx.
You'll need to setup a SOCK for the dial in connection.
