How Do I Set-Up a Web Server ?

Hello to Web Gurus out there.
I had my server set-up its DNS with AD and now
I wanted to set-up my DNS Server to be my WEB Server
as well. My Server is connected to a T1 connection.
Can anybody explain to me what a Posting Acceptor 2.0 does?
How can I deploy my server?
