HOW do I set authoring permissions w2k?

I recently got my w2k server up and running. I am trying to publish to it from my local win 98 machine using Frontpage 2000. I have the server extensions installed and the site seems to be functioning normally, but I can't publish to it. It asks for a user name and password, that I never set, so I have no idea what it could be or even how to change it. I also tried accessing the default administration site and got the same problem.

Anyone know how to set users and passwords, with authoring permission.

Create a local user account on the W2k server and assign it change permissions on the virtual web root folder on the server. Then try supplying that username and password when prompted.

O.K. this may be a real dumb question, but how do I create a user account? I mean what do I got to, cause I've looked and I can't figure out half of this crap. I can write web pages and scripts but serving them is entirely new to me, so is w2k. so if you could give me baby steps that would help.

Steps to create a local user account:

1) Right click on "My Computer" (on the desktop)
2) Select "Manage" from the menu
3) Click on "Local Users and Groups"
4) Click on "Users" folder
5) Right click and select "New User"
6) Enter the appropriate info for the new user
7) Click "Create"

Should be it.
