How Do I Restrict A User to Only His Workstation

Here at our office, we have a new guy who feels he is 'qualified' to be installing whatever software he likes on other users machines.

Is there a way to restrict this joker to only his local machine? Some sort of local or domain policy. I don't want him to be able to logon to any other computers on the domain but his own.

Goto his user account in Active Directory Users and Computers. Right click his user account and select properties. Under the account tab, select log on to, select "the following computers" and enter his computer name in. This will restrict him to just his compter.
