Probably you wish to set restrictions on the
use of CMD.COM and COMMAND.COM.
As administrator, use policy editor or another tool.
Maybe you have already disabled the registry editor
in a similar manner for most users.
If you right-click on either the desktop shortcut or on Progarms/Acessories/Command Prompt go to Properties, then Security. There you'll see a list of users on the PC and you can either allow them to see the Command Prompt or not, or you can give them different rights as to what they can do when at a Command Prompt. This assumes you are logged in locally as Administrator.
