How do i prevent remote shutdown from terminal services

I am installing terminal service in administration mode.
I want to prevent anyone from shutting down/restarting the server remotely using TS

Don't give them the administrators password! Reducing the administrators privledges is a dangerous thing - why do you want to do this?
 
Normal domain user can shut down the server when the terminal service into the server. This is what happening.
 
Local Policy can take away the shut down option.

Can you tell me exactly which part of the local policy ? I couldn't find anything regards to terminial service?
