How do I maintain exclusive rights to my database

I have a database that is shared on a server. Several people with different securities log on to the database at different time. I am the only one with exclusive rights to the DB. If I want to update the database and go into design view I am told I don't have eclusive rights. All other individuals are logged out of the DB at this time.
Any thoughts

My guess is that at least one of the other users sessions did not terminate gracefully and Access is still maintaining a lock on the data. Check to see if there is a *.ldb file sitting next to the file you are attempting to edit before you open it. This would indicate a lock is still on the data. If no other user in actually in the database you can delete this left over lock.
