How do I know if runtime is installed

I believe it comes with Access. You can test a database to see how it runs in a runtime environment by creating a shortcut for the database and in the target, type something like this:
path\msaccess.exe path\YourDatabase /runtime
However, if you are talking about being able to create a runtime environment for your database, you need to purchase Microsoft Office Developers Tools.
