The software I'm using behaves poorly if the Start Bar is anywhere but at the bottom of screen. Is there a way to lock this down so the user with a policy cannot move it?
So far my quest has been unsuccessful.

HI,

If you are using windows NT then u can do it using third party utilitis like "IconLock" u will get this on below mensioned URL

But If u are using XP or ME then u can do it by changing registry seetings
Create a new DWORD value, or modify the existing value, called "TaskbarSizeMove" and set it according to the value data below

Registry Settings
User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ExplorerAdvanced]
Value Name: TaskbarSizeMove
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = locked, 1 = unlocked)
