How do I get DTR and CTS enabled ?

Im trying to set up a cisco 2500 the same way that another of our routers is set up - however i cant get the modem hardware states show as CTS and DSR - they are showing as noCTS and noDTR (as below) does anyone know how to enable them? sorry for all the stupid questions.


Capabilities: Hardware Flowcontrol In, Hardware Flowcontrol Out Modem CTS-Required
Modem state: Idle
Modem hardware state: noCTS noDSR DTR RTS
