How do I get DTMF to pass through to the PA port?

I am installing a 3 zone adapter on an existing system. The problem is I can't get touch tone signalling from the digital sets to come through the PA port. The PA speech audio works perfectly from any set, but only the analog sets can send DTMF to the PA equipment. (this makes sense to me, as the 2500 type sets generate the DTMF themselves.)

How can I keep a 'live dialpad' on the digital sets so the digital set users can send a single DTMF digit to the zone adapter?

The Meridian PA port is currently connected to a Valcom 9937 which does not present talk battery to the Meridian. Could it be the Meridian must see loop current in order for the trunk card to generate DTMF?

Any experienced advice would be greatly appreciated!
