HOW DO I FIND USERS WHOIS PC'S ARE RUNNING NT 4.0 IN A DOMAIN?

If its an NT4 Domain Controller, just go to Server Manager on the server. If you have access.

to get a list off all users in the domain from command prompt try:

net users
