How do I close port 23 (Telnet)?

I have just run the Shields Up ( test on our SBS2000 Server with ISA Server installed to see what ports were open. It reports that only port 23 Telnet is open. I've tried all sorts but cannot get this port to close.

Packet Filtering is enabled. There are no web or server publishing rules enabled. In IP packet filters I found a rule to allow all protocols (I didn't set the server up!) so I have disabled that. I also tried setting a custom packet filter to block port 23, but the test still reports it as open.

How do I close it please, what am I missing here?

If You run this test from a machine behind the ISA Server, will it still report Telnet Port as open?

Hi. Yes I have tried running the test also from a machine behind ISA Server and it still reports that Telnet port 23 is open.
 
Think I may have solved the problem. Our ADSL router allowed access control over Telnet. I have disabled this and the port scan test now reports that port 23 is closed. So it must have been the router it was looking at and not the ISA Server.
