How do I boot from USB floppy on toshiba satellite? Desperate!

My immediate problem:
Toshiba satellite 5005-S504

1.Won't boot to windows XP home
"file is missing or corrupt Windows/System32/Config/System

2. Cannot boot to XP CD to run repair because
CD rom is bad... Has been for a couple of months.

3. I downloaded XP to floppy utility but cannot boot from my USB floppy which was working before.

4. I have tried holding the f12 key to select boot order. No response.

5. I have tried holding the U key which is supposedly a forced boot from USB floppy. No response.

ANY HELP IS GREATLY NEEDED!!!!!!!!!!!!!!!
