How do I allow toll restricted sets to dial 1 or 0 on a specific trunk

I have a single trunk on the PBX in its own group. I dial 80 to connect to the trunk. The trunk is actually connected to a Bogen ZPM-3 but the problem is toll restricted stations get cut off if they dial a 1 or 0 as the first digit after accessing the trunk.

Can a Meridian trunk be defined as a non-toll circuit?
That is to say, is there a way to enable toll restricted stations to dial 1 or 0 but only on a certain trunk or trunk group?

If your using NARS/BARS you don't need to use CLS TLD on phones as it is then controlled by NCOS of the phone. Try CTD or UNR
 
yep.. that was the way it was done prior to bars.. we allowed all digits except 1 and 0 after 9 (local) and allowed only 1 and 0 on dial 8 as 1st digit on dial 8 (long distance) and of course 8 and 9 were acod's.. prt your rdb, you will see down toward the end of each route frl= then a list 0 =1 1 =1 2 =1 2, 3 = 1 etc.. those are ncos's and they are married to a restriction table..

so to allow 1 and 0 for all stations go to ld 49 and print the nfrl tables.. depending on what table 0 and 1 equal, prt those tables are init them as allow, and do not deny any digits.. it's been years so if you can't make out my rambling, i'll post the code tomorrow
