How do I add a footer to outgoing email?

I would like to add a small security message to the bottom of all our outgoing email. I know there is an edit you can make and I think it is in the registry but I can't find any documentation on it.
Can someone please walk me through this?

Its quite straight forward, can be pain with having to put the RTF controls in though.
