How can you determine access rights

One of my colleagues wants to be able to determine a user's access rights to a folder or file, then, based on the user's rights allow or disallow editing. For example, if the user has read-only access rights to the file or folder, they would be forced into inquiry only mode within the Access application. If they have write access, they would be allowed inquiry or update within the application. Can this be done in an Access application? We use both Access 97 and 2000.

Our LAN is Novell and users also have shared NT drives/folders. Workstations are Windows 95b, 98, NT and 2000 Professional.
