How can I use the Welcome screen in a domain environment

Is there anyway to get the windows XP logon screen to be the new one when connected to a network rather than the classic one?

 
Not when connecting to a domain.

The Welcome screen (with the list of users) won't work in a domain environment.
Think about it - if it were available, there would have to be a list of every network account permitted to login from that PC, which would be a huge security hole.

It was worth a try - some users have requested a similar feel to the PC they use at home.
